Holzer has spent his entire career studying the labor market for less-educated and lower-income workers in the U.S., as well as a range of potential policies (including education and training, antidiscrimination policy, welfare reform) that affect their prospects. He served as Chief Economist of the U.S. Department of Labor during the Clinton Administration, and he has testified before Congressional committees and other federal agencies frequently since then.
