Owen focuses on increasing productive research-to-policy and research-to-practice interaction. She works with government, university and non-profit stakeholders to enhance the use of research to inform and impact policy for positive effects on disadvantaged and vulnerable children and families. She is on the faculty of Duke’s Sanford School of Public Policy; directs the North Carolina Family Impact Seminar legislative education initiative; co-directs the Duke Schools Research Partnership Office; and is the director of the University-Based Child and Family Policy Consortium. She has served as a consultant to the University of North Carolina system, the Z. Smith Reynolds Foundation, and the North Carolina Network of Grantmakers, among other entities. Owen was recently appointed by the governor to a second term as a commissioner on the North Carolina Indigent Defense Services Commission.
